Rockport leaders explain DPW cost transfer as part of FY27 budget presentation

During the FY27 public hearing, district leadership explained a published approach to present the budget "apples to apples" by listing costs that will move to the town DPW as offsets in the budget book.
Dr. Branco said the buildings-and-grounds and transportation line items were highlighted in yellow and that the transfer amount presented in the book is $558,100. She said removing that transfer from both years allows the district and the public to compare the adjusted town contribution across years: "So if we had pulled it out last year, we pull it out this year, it's really a 3% increase," she said.
Committee members discussed how to explain the yellow-highlighted offsets at town meeting so residents understand the shift in where costs are recorded. Dr. Branco and the leadership team said the transfer is expected to create procurement and bidding efficiencies when work is coordinated through DPW.
