Representative Freeman explained an amendment (13188) to House Bill 599 that criminalizes selling or offering to sell a firearm to a person known to be prohibited under state or federal law from possessing or purchasing a firearm. "It is an offense to sell or offer to sell a firearm to a person knowing that that person is prohibited by state or federal law from owning, possessing or purchasing a firearm," the sponsor told the committee.
The committee adopted the amendment following member discussion and voted 9‑0 to send HB599 as amended to full judiciary. The sponsor said the amendment aligns this bill with prior legislation that established prohibitions for sales to mentally adjudicated persons who are barred from firearm ownership.
