Panel approves adding criminal court capacity for 30th Judicial District; DA conference flags staffing statute

An amendment to HB12-68 to add additional criminal courts in the 30th Judicial District was adopted and the bill moved to full judiciary. Stephen Crump of the Tennessee District Attorney General Conference noted state statutes require appointment of assistant district attorneys when a new criminal court is created.
Representative Scarborough said the amendment (16,071) to House Bill 12-68 would add additional criminal courts to the 30th Judicial District to handle violent crimes, increasing trial capacity and reducing case backlog. “This bill will add additional criminal courts to 30th Judicial District for the purpose of handling violent crimes which will increase case management efficiency,” the sponsor told the committee.
Stephen Crump, Executive Director of the Tennessee District Attorney General Conference, told the panel the conference does not oppose the bill as written but cautioned that state law requires the appointment of assistant district attorneys when a criminal court with jurisdiction is created. Crump asked the committee to ensure staffing and appointment statutes are considered as the bill moves forward. The committee adopted the amendment and later voted to send HB12-68 as amended to full judiciary.
