Superintendent Mark Branca told the Rockport School Committee on Jan. 7 that the district will continue a zero‑based budgeting approach and expects a full operating‑budget hearing on Feb. 4 ahead of the town meeting on April 11.
"We've confirmed the 0 based budget process for the past 4 years," Branca said, describing a process that builds the budget from program needs rather than rolling prior‑year numbers forward. He said the district will present iterative drafts in the coming meetings and post revised slides on the district website so the public can follow changes.
Branca outlined the district's operating and capital budgeting sequence and highlighted the leadership team's focus on aligning spending with strategic goals for instruction and student supports. Committee members were told the FY27 presentation is a first draft and that the committee will have opportunities to review and tighten line‑item details before the February hearing.
