Lake Hallie discusses $1.9 million estimate for 117th Street reconstruction; water-extension scope unresolved

President Spilde told the Lake Hallie Village Board on Jan. 20 that the latest estimate from Ayres Associates for the 117th Street Reconstruction project is $1.9 million and that the village has secured a $367,000 grant toward the work. He framed the key open question as whether to include water work now or delay it, noting the difficulty and extra cost of tearing up a newly paved road later.

Spilde described options discussed with Ayres Associates: install only the water work that would avoid future roadway disruptions; place new curb stops at multiple properties; connect a short unconnected piece in Lyberg's First Addition; and consider extending water either to the park or all the way to 50th Avenue. He said there are a number of curb stops that would be needed and that an unconnected short piece in Lyberg's First Addition would require tying in.

On financing, Spilde suggested the village could consider repaying borrowing from the $485,000 in referendum funds the village has available. He asked that a detailed breakdown of the reconstruction costs be sent to Brian Reilly for review; Reilly had requested the breakdown in order to "look the numbers over." The board did not adopt a borrowing resolution at the meeting and deferred final scope and borrowing decisions pending Reilly’s review and any further staff recommendations.

Next steps: Spilde will send the cost breakdown to Brian Reilly and staff will return to the board with refined cost and financing options before any borrowing is authorized.
