Policy Team backs $50,000 grant application and $10,000 county match for Chisago County groundwater planning

The Chisago County Water Plan Policy Team voted unanimously March 9 to recommend that the County Board apply for an Accelerated Implementation Grant and to use $10,000 in county Water Resources funding to advance groundwater planning.
Stu Grubb of Emmons & Olivier Resources briefed the Team on the proposal, saying the county is seeking $50,000 to complete a Chisago County Groundwater Report as the first phase of a broader Groundwater Plan. "The estimated grant start date is July 1, 2026, and the grant project period end date is January 31, 2028," Grubb said. The Team's materials show the total cost to complete the Groundwater Plan is estimated at $72,000; first-time applicants receive priority and an appendix of in-kind contributions could strengthen an application.
Craig Mell moved that the Team recommend the Board pursue the grant and commit $10,000 from Water Resources funding; Dawn White seconded. The motion carried with Dahlberg, Kern, Klatt, Mell, Ricci, Schneider, Webb and White recorded as voting in favor. The motion formalizes a recommended funding match and signals the Team's intent to advance groundwater planning pending grant award.
If awarded, the grant would fund the Groundwater Report and the Team plans to budget remaining work into subsequent fiscal planning. The Team will forward its recommendation to the County Board for final action.
