Bangor council adopts civility resolve after chair pro tem is seated

The Bangor City Council on July 27 adopted Resolve 26‑245, a formal statement acknowledging disruptions at the June 22 meeting and pledging to uphold rules of debate, decorum and public trust. The council suspended the rules to place the item on the agenda and later recorded a roll call that carried the resolve.
City Solicitor David Stepchak advised the council that suspending the rules is an accepted mechanism to add an item to the agenda and that the procedure requires a two‑thirds vote. "The motion to suspend the rules is the way to get an agenda item on the agenda that has not been on there," Stepchak said, noting the suspension requires a 0.667 vote. After discussion of procedural objections, the suspension and the resolve were put to roll call and passed. Public comment then opened on other items on the agenda.
