Powder Mountain rezone proposal draws questions in joint work session with planning commission

At an Aug. 11 joint work session included as attachments to the Aug. 21 packet, Powder Mountain representatives (Brandi Hammond and a presenter identified as Brooke) presented plans to change zoning for several lots from R-1 (residential) to RC (Recreation-Commercial) to better align operations and proposed uses. The presenters said the existing Ogden Boat Club is the only local property currently zoned RC and that a rezone would allow operations that align with their plan, including limited events and increased on-site parking managed by shuttles.
Planning Chair Allen Endicott, Council liaison Sandy Hunter, and several residents pressed for detailed information, including traffic estimates, specific limits on event sizes, the number and timing of proposed events, and concrete revenue projections. Hunter emphasized the town’s interest in preserving neighborhood character and said the Boat Club aligns with RC objectives while expressing reservations about rezoning to accommodate event-style uses. The applicants said they would submit a development agreement and described mitigation steps: capping occupancy according to on-site parking and using shuttles to reduce neighborhood parking.
