Councilmember Artie Powell introduced a draft Water Bill Adjustment Policy addressing the town’s inconsistent handling of leak-forgiveness requests. Powell explained the draft creates a consistent administrative pathway, but that a need-based qualification should be added.
Clerk Beckki Endicott said her outreach to other municipalities found no standard leak-forgiveness program; most offer payment plans. Staff recommended using the Department of Workforce Services benchmark (60% of state median income) as a basis for need-based adjustments. The council voted to table Powell’s policy so he can revise it to add the need-based provision; appeals will remain available to the Town Council if residents want a public appeal.
