Council approves street overlay, seal coat and water-rate study to support infrastructure planning

The Town Council authorized several road and utility-planning expenditures during the July 17 meeting. TCM Bruce Ahlstrom recommended LaRose Paving's $40,990 bid for overlay work on 6900 E and 7300 E based on quality and experience; the Council approved the contract by roll call. Separately, the Council approved $10,000 for seal coat work on three blocks and authorized up to $8,000 for a Zion's Bank water-rate study to analyze the town's water fees and structure.
Ahlstrom said the overlay sites were among the town's worst streets and recommended accepting a higher-quality bid rather than the cheaper option. Town staff and Treasurer Melissa Knowles noted the water system's long-term maintenance needs and that a rate study would support setting appropriate connection and consumption fees. "If the auditor were to look at all the expenses for maintenance on the water system in the past year they would say our rates are way too low," one participant noted during discussion.
Council members approved the expenditures and directed staff to use the water-rate study to inform any future rate adjustments and possible impact or TUFS-style fees.
