Council approves sewer maintenance resolution to allow four Lowe lots to connect to Sage system, 3-1

The Huntsville Town Council voted to adopt Resolution 2025-7-17, which approves amendments to the Sage Sewer Maintenance Agreement to allow four lots owned by the Lowe family to connect to the Sage Owners Association sewer system. The agreement—presented in full as an attachment—assigns construction and connection costs to the Lowes, vests operations and long-term maintenance in the Sage Owners Association, and formalizes Huntsville's role as the 'Body Politic' for limited inspection and oversight.

Town Clerk Beckki Endicott summarized the amendments and Mayor and council members discussed what Huntsville's responsibilities would be if the association failed. Matt Lowe addressed the Council and said his family would "make a donation to Huntsville Town's general fund for $5,000 $10,000" and offered to cover attorney fees and costs incurred by the town to implement the agreement. TCM Artie Powell moved to approve the resolution 'as written' and allow later adjustments if the association requests changes; TCM Bruce Ahlstrom seconded the motion. The roll-call vote passed 3-1.

The attached agreement specifies that the Lowes bear the cost of installation and subfloor/collection-line work, that the Association will operate and maintain the treatment system in perpetuity, and that the Town's inspections will generally be performed no more than twice per year with an inspection-cost cap described in the contract. The Council recorded the vote and will revisit any requested changes if Sage or the Association seeks amendments.
