During a July 31 work session included in the meeting packet, landowner Steve Starks presented conceptual plans for the McKay Meadows annexed parcels, saying he does not intend a large‑scale development and proposing up to four homesites accessed by a private road from 1st Street to the highway.
Starks said geotechnical and survey work is ongoing and noted a scan had identified remains on a parcel; he expressed a willingness to facilitate moving remains to Huntsville Cemetery. Town Engineer Jared Anderson and Planning Commission chair Alan Endicott said the town needs complete plans to evaluate utility routing and access; Anderson recommended legal review of whether private roads are permissible under current code. Secondary‑water routing, pipe sizing, looping and pathway extensions along 100 S. were discussed; stakeholders requested tree‑replanting plans be shared with the town tree committee before construction.
