Residents, staff memo caution rezoning could raise Ogden Boat Club taxes and alter neighborhood character

A written staff/committee memo presented during the Aug. 11 work session quoted Huntsville’s General Plan and recommended against rezoning the Powder Mountain parcels to the Recreation Zone (RC). The memo’s author, listed as Beckki, said the town’s vision emphasizes low density and a mountain‑oriented lifestyle and warned that allowing commercial uses in the neighborhood would be incompatible.
Beckki’s memo cited specific neighborhood effects: the author said the parcel in question is roughly 2.5 acres and warned that converting the property’s zoning could increase property taxes for the Ogden Boat Club, which the memo said has 35 members. The memo concluded: “My thought now is that it is best not to approve any rezone for PM. They should remain in the R‑1 zone and abide by the permitted uses in the R‑1 zone.”
Why it matters: The Ogden Boat Club has been in place for decades under RC language intended for private member clubs; residents argued recent Powder Mountain activities — shuttle service, large gatherings and beach use — have already strained neighborhood norms. Several council and planning members said they were concerned about tax implications for the small Boat Club and the effect on long‑standing neighbors.
What’s next: The council and Planning Commission asked the applicant to return with a development agreement and detailed mitigation measures. Town staff will evaluate tax and property‑valuation implications when reviewing any formal rezoning request.
