Powder Mountain representatives presented a proposal at the Aug. 11 Huntsville work session to rezone parcels they own from Residential (R‑1) into the town’s Recreation Zone (RC) and asked the town to consider Ordinance 2025‑7‑23, which would update Title 15 land‑use provisions.
Brandi Hammond and a Powder Mountain representative identified as Brooke walked through building and site plans and argued the RC zone more closely aligns with how they intend to use the property. Brooke said Powder Mountain would “limit future parking to onsite and [operate] transportation via shuttles” as part of mitigation plans. Commissioners and council members repeatedly requested concrete numbers, including projected vehicle trips, parking capacity, and a five‑year buildout timetable before supporting a rezoning or any change to the Use Table.
Why it matters: Rezoning would permit uses not allowed under the current R‑1 rules—most notably food and alcohol sales and expanded special‑event permissions. Several elected officials said they are interested in potential sales‑tax revenue but need traffic and event limits on paper before endorsing a change.
Powder Mountain said it intends to submit a development agreement to formalize operating constraints and mitigation measures; town officials asked staff and the applicant to return with data that addresses neighborhood traffic, event frequency, and revenue projections. No formal rezoning vote was taken at the work session.
What’s next: Powder Mountain intends to prepare a development agreement and additional documentation; the Planning Commission and Town Council requested a clearer five‑year timeline, parking counts, and the number of planned events to inform any future ordinance action or formal rezoning request.
