Engineer, council say full plans and legal review needed before road or utility approvals

Town Engineer Jared Anderson told the council he needed a complete engineering plan to answer questions about frontage, road design and utilities for the McKay Meadows proposal. Anderson said staff could not provide definitive technical guidance on routing or infrastructure until a full submittal was available and recommended the town attorney be consulted about whether a private road would be allowed under current ordinances.
Council members raised access questions for both 100 S. and the county road to the north and pressed for clarity on frontage requirements should the owner avoid a public road. No legal determination was made in the work session; Anderson said legal counsel should be engaged to determine whether the town can approve a private road or must require a public right-of-way. The town will not proceed with road approvals until engineering plans and legal guidance are provided.
