Council approved Bill 7922, authorizing a contract with Barclay Asphalt Company Inc. for the 2026 pavement repair project. The motion carried and the ordinance was enacted as Ordinance 7659.
Alderman Maloney raised concerns about the quality of subcontractor work and asked how the city can influence subcontractor selection. Staff explained the contractor is held responsible for subcontractors, pre-bid lists are reviewed, and city inspectors monitor work and require corrections when standards are not met. Officials said prior issues have been corrected through contract follow-up and that the city retains leverage through inspection and contract enforcement.
