McKay Meadows owner presents modest plan for annexed land, asks for utilities

Steve Starks, owner of McKay Meadows LLC, presented preliminary plans for his recently annexed property at a Huntsville Town work session on July 31, 2025, and asked for connections to town utilities. He described the project as “not an investment” and said he wanted to be seen “as a neighbor and not a developer.” Starks said the property plan currently shows a primary homesite and possible additional homesites over time and that many details remain in the planning stage.
Starks outlined a preferred concept that would include possibly four future homesites, a barn location and a private drive running from 100 S. to the highway on the north edge of the parcel. He told the council he did not want a public road through the property, and he asked the town for access to utilities and water connections as part of the annexation. The owner also reported that scans performed after the Wangsgard family reported a burial site showed human remains; Starks said facilitating removal to the Huntsville Cemetery was something he wanted to help with despite noting it was not legally required of him.
