Sparta approves land donation to NJDEP to complete landfill wetland mitigation

Sparta Township Council voted to approve resolution 8-9, authorizing donation of four township parcels into the Green Acres/DEP process to mitigate 2.75 acres of wetland disturbance at the township landfill and allow regulatory closure. Laura Newgard, a senior vice president at Ecol Sciences working as the town’s consultant on the matter, told the council the mitigation path selected preserves high-value, non-developable parcels adjacent to existing protected lands.
Newgard described the selection and valuation process and explained why a high mitigation ratio was required: “When you’re mitigating for high-quality, rank-5 forested wetlands that support threatened or endangered species, mitigation ratios are often at the higher end — we proposed parcels that yielded roughly a 25-to-1 ratio,” she said. Manager Jim Zepp and counsel both urged that completing the Green Acres acceptance is the final step before DEP will allow the landfill closure work to proceed. Newgard said the alternatives — buying credits from mitigation banks or creating wetlands on-site — would likely cost the township roughly $900,000 to $1,000,000.
Council discussion touched on who would manage the donated parcels. Newgard said she expects the Kittatinny Valley State Park and Fish & Wildlife units, as well as the Natural Lands Trust, to take title to different parcels depending on their locations and stewardship strengths, but she cautioned that final assignments are made by DEP and Green Acres. Mayor Boumedi summarized the council’s view on the vote: approving the resolution keeps Sparta on the path to completing landfill closure, reducing long-term monitoring and expense and opening possibilities for future reuse of the capped landfill area.
