Staff cautioned that "every single thing that you all create on your own is a government document and has also has to be available to the public," and noted that private emails or drafts can be subject to right-to-know requests.
Members agreed they could draft documents in small groups but must bring substantive drafts to a public meeting for committee feedback and formal action. Staff recommended circulating a draft as a BCC email for review without substantive back-and-forth so the work remains a working draft until presented in public.
