County recommends award to Hoffman's R&M after inspection raises quality concerns about low bidder

Sara Cline of Trihydro presented the bid tabulation for the Georgetown Lake Road overlay. Six bids were opened; one was non-responsive and another had a minor rounding error. Although Hollow Contracting submitted the lowest responsive bid (about 2% above engineers' estimate), Trihydro and county staff inspected Hollow's recent work and identified "inconsistencies in the asphalt mix quality" and poorly finished seams that could lead to premature aging. Cline said those observations reduced confidence in Hollow's ability to deliver work that will last.
CEO Bill Everett reported he and county staff also inspected Hollow's local projects and described the workmanship as unacceptable. Based on those reviews, the county recommended awarding the contract to Hoffman's R&M Services for $138,150, provided sufficient funding. County Attorney Morgan Smith indicated the county had documented the procurement rationale. The commission placed the recommendation on the agenda for formal award; no vote was recorded in the work session.
