Town updates on Elk Drive, Blue Jay Way delays tied to Buy America compliance and CenturyLink conflicts

Town Manager Bret Howser provided a detailed infrastructure update at the July 14 meeting, describing the status of several road, sewer and utility projects and highlighting coordination issues that have affected schedules.
Howser said the Elk Drive Special Assessment Area (SAA) was substantially complete and awaiting final state approval. Work on Blue Jay Way was delayed roughly one month after pavement removal because the project ran into material compliance issues under the federal Buy America Act; Howser noted the Town was seeking quotes to pave rerouted and non-excavated portions and flagged that determining the funding source for that paving likely will require a policy discussion by the Council. He also reported Brian Head Unit 3 SAA work had begun with contractor Air States, and that Forest Drive work—water line realignment and road-hump removal—was nearing completion for the Town portion while a private sewer line portion now extended into October because of CenturyLink coordination delays.
Howser additionally told the Council a CenturyLink line was struck during digital-sign installation in front of Town Hall and the matter of fault was being disputed. Steam Engine Road grinding and asphalt replacement have been prioritized from the highway up past Forest Drive to finish the most impactful section before large upcoming events; work in the Woodbridge subdivision will continue with less visitor impact. Howser said shuttle stop foundations were being poured and a cement truck was on site.
