Council adopts sports-court rules with 12-foot lighting cap unless PC approves higher

The Brian Head Town Council adopted Ordinance No. 26-012 on July 14, 2026, updating Chapter 12 of the Land Management Code to clarify rules for sports courts, including fencing, setbacks, lighting standards and view-corridor protections.
Planning and Building Administrator Greg Sant presented the draft, explaining it permits non-reflective, matte-finish chain-link fencing that blends with the natural environment, allows fencing to extend halfway into required setbacks, and requires lighting to comply with the Town's lighting ordinance so illumination is downward-focused and not directed toward streets in a way that creates traffic hazards. The Council flagged that the draft lacked a default lighting-height limit; Town Manager Bret Howser proposed language capping lighting at 12 feet unless the Planning Commission approves a taller installation.
Council Member Nyen moved to adopt Ordinance No. 26-012 with the additional lighting-height language: lighting height shall be no higher than necessary for the proposed activity, and no higher than twelve feet (12') without Planning Commission approval. Council Member Cruz seconded the motion. The Council voted 5-0-0 in favor (Yes: Council Members Nyen, Cruz, Freeberg, Tidwell, Mayor Calloway).
