Council approves NIES Engineering contract for two Michiana water-main projects

The Special Council Meeting on July 25, 2025 approved moving forward with NIES Engineering to provide professional design engineering services for two water-main replacement projects included in Michiana’s FY24 Community Project Grant. President Tim McCarthy moved the measure and the council voted 3-0 to approve it, with the contract limited to $24,000 and contingent on review by Village Attorney Sara Senica.
NIES’s work will cover design and bidding assistance for two projects intended to replace existing 4-inch cast-iron mains with new 6-inch PVC mains to improve reliability, water quality and fire protection. The village expects bids to be issued by early September to allow construction to begin this fall. The council record notes the village has completed SHPO review for both projects and holds an EGLE construction permit for the Creek Drive project.
The motion requires the attorney’s review before the contract is finalized. Council members Nancy Thill and Mike Mumper participated in the roll-call vote. The approval directs staff to proceed with procurement steps consistent with the approved scope and the $24,000 cap.
