Berrien County Health Department reports steep year-to-date revenue shortfall driven by federal grant timing

Business Manager Ned Kulka told the Board of Health that as of Jan. 31, 2026 the department’s Year-to-Date total revenues were $183,807, about $713,130 below the budgeted amount. "Year-to-Date Total Revenues: $183,807 - $713,130 below budget; under budget -79.5%," Kulka reported, noting that federal grant funding showed a $1,876,024 shortfall that accounts for much of the deficit.
Kulka also reported a YTD net position deficit of $465,159 versus a budgeted deficit of $312,084, and reviewed expenditure variances (total expenditures for January were $648,967). He recommended continuing cost-conscious stewardship, developing a revenue calendar to better track timing of funds, and validating whether over-budget lines (memberships, software maintenance, equipment and machinery) are one-time or recurring before adjusting forecasts.
