Carlton County schedules public hearing to renew moratorium on green burial and natural organic reduction facilities

On May 12 the Carlton County Board set a public hearing for June 2, 2026, at 4:30 p.m. at the Carlton County Transportation Building to consider renewal of Interim Ordinance No. 41, which imposes a moratorium on new or expanded green burial cemeteries and natural organic reduction facilities.
The meeting record says the moratorium is enacted under Minnesota Statutes § 394.34 to allow time for the county’s Comprehensive Land Use Planning process (begun in 2025) to examine official controls and possible amendments "to protect the health, safety, and general welfare of citizens." The renewal would extend the moratorium while county staff complete planning work and recommend any ordinance changes.
The hearing is scheduled as a formal agenda item; stakeholders and interested residents may attend and offer comment on June 2.
