Planning consultant urges Pratt County to start a 12–24 month comprehensive plan

Brandon, a planning consultant, told the Pratt County Commission that a comprehensive plan typically runs 12–24 months and is meant to be a 20-year guide for growth, land use and infrastructure.
"What comprehensive planning is is a 20 year period of talking about how we're gonna run things," Brandon said, describing stakeholder surveys, public hearings and draft regulations. He described three overlay types — agricultural preservation, corridor overlays along major highways and energy-development overlays — and said those tools let the county guide where development can occur without changing existing uses.
Commissioners asked about scope and cost. Brandon estimated a typical Pratt County engagement would range from $25,000 to $35,000 depending on how many surveys and stakeholder meetings the county wants. He said a focused set of overlays and targeted public outreach can lower cost and recommended meeting first with the county's economic-development staff and the regional chamber to set priorities.
The consultant warned that a formal comprehensive plan can be the legal fallback for land-use denials: without it, courts have overturned local denials in other counties. He recommended using census and existing housing data to reduce survey expense, and said many commissions choose to pace the work across budget years.
The commission asked him to submit an engagement letter and proposal to the county counselor; Brandon said he would. The commission did not take further action at the meeting.
