Authority awards SR19 sewer contracts; construction set for Aug. 2026–May 2027

The Neshannock Creek Watershed Joint Municipal Authority voted to award three contracts for the SR19 South Sanitary Sewer Project, contingent on receipt of acceptable bonds and insurance. The awards were: Pennwest Specialized Contracting, Contract No. 1 ($248,600.00); Wagner Electric, Contract No. 2 ($143,230.00); and Heckman Diversified Construction Services, Contract No. 3 ($890,460.00). The motion was made and carried unanimously.

Engineer Dan Goncz told the board bids were opened March 26, 2026 at the Findley Township Municipal Building and provided a project-cost summary and a color-coded customer list. He said the project will add nine commercial and 18 residential properties to the service area (with four additional properties more than 150 feet from the sewer right-of-way excluded from the 18 residential count unless future circumstances require connection). "There is a Pennvest call on 4/20/2026 at 9AM that is a pre-settlement call," Dan said. "Settlement will be held on 7/17/2026." He said construction is expected to begin in August 2026 and be complete by May 2027.

Dan told the board grinder-pump agreements and a draft customer fact sheet will be prepared for board approval at the May meeting; customers who purchase grinder pumps will turn ownership and maintenance of the pumps over to the Authority after installation. For properties lying beyond 150 feet, Dan said the Authority will provide lien-letter notice and the SEO (sewage enforcement officer) may require connection in place of repairs if problems occur or if properties are sold.
