Winhall police report: department says it is fully staffed; board starts dog-ordinance update

Chief Tienken reviewed the July police report for Winhall, citing traffic tickets and warnings, vehicle accidents, property watches, alarms, animal-control matters, and medical and agency assists in town and at Stratton Mountain Resort. He reported the department is fully staffed and that Officer Haven has begun full-time at the Police Academy; the Selectboard noted a successful National Night Out in Manchester that included Winhall officers.
Chief Tienken presented proposed revisions to the Winhall Dog Ordinance and the board voted unanimously to begin the ordinance update process (motion by Bill Schwartz; seconded by Elizabeth Grant). The Chief also said he would revise the Noise Ordinance with attention to the phrase "construction from sunrise to sunset," a wording item the board discussed in relation to timing for construction-related noise. The Chief emphasized fire and safety concerns raised during short-term rental oversight and other departmental priorities.
Next steps: Chief Tienken will prepare formal ordinance language for board review and the Selectboard will follow the statutory process for ordinance change.
