Pratt County approves signing three agreements for battery energy storage project

Pratt County commissioners voted to sign three agreements tied to a recently discussed battery energy storage project, approving a contribution agreement, a decommissioning agreement and a road‑use and maintenance agreement. Chair (speaker 1) moved the measure and the board approved it by voice vote, with the chair stating they would get the executed documents once a missing commissioner could sign.

Officials and project representatives then discussed technical details about whether equipment changes during a potential repower would affect a 10‑year tax exemption. A presenter (speaker 7) told the commission that “certain parts of the equipment may go to the 10 year exemption and then go on to tax rules after 10 years,” and that whether an item retains the exemption is assessed item‑by‑item. County staff said they would follow up with the state to obtain a memorandum or breakdown confirming how specific components are treated for tax purposes.

The commission also agreed to host coordination meetings with construction and billing teams so county staff, contractors and project leaders could address prior construction issues and align on on‑the‑ground procedures. Commissioners said regular check‑ins during construction would help avoid problems experienced on previous projects. The commission did not take any additional formal action during the discussion.
