Mike Halley walked the committee through interactive heat maps built from assessor and citation data showing walking times to municipal lots in five-minute increments and clustering of citation volumes across winters. He said the maps are auditable, based on assessor data and police citation records, and can be used to estimate how much of the city could be covered by permitting municipal lots.
Halley noted limitations: the current interface is not yet publicly hosted and overlays (for example, permit use vs. density) require additional development. Councilors requested precinct-level breaks, precinct deltas for yes/no ballot results, and access to underlying data for staff and public review before selecting trial areas.
