Working group highlights municipal lots and permits as low-cost relief option

Chris Markowitz and data lead Mike Halley told the committee that municipal parking lots were an underused resource and could provide near-term relief if promoted or expanded. Markowitz said the appendix includes an inventory of municipal lots and usages; Halley—s maps quantify walking distances to lots and show some lots are near capacity while many households eligible for lot permits do not request them.
Markowitz described municipal-lot expansion as "low-hanging fruit" that may not require ordinance changes, while acknowledging limits related to plowing and snow emergencies. The working group suggested communicating existing permit options more effectively and using lot expansions as a first phase before street-based trials.
