Working group offers options to ease Newton—s winter overnight parking ban

Chris Markowitz, chair of the working group on the overnight parking ban, told the Public Safety and Transportation Committee that the group—s aim was to "establish clear guidance for exceptions to the winter overnight parking ban" and to run any changes as time-limited trials with measurement and sunset dates. The report, Markowitz said, documents the group—s deliberations and appendices, and reflects a mix of consensus and differing views among members.
The report lays out a tiered approach: formalize disability-related exemptions; create streamlined temporary-exception procedures for short-term needs; expand use of existing municipal parking lots and permits; and pilot limited street-based permit trials in selected neighborhoods. Markowitz flagged enforcement and data collection as central to any trial: "141 vehicles received five or more tickets over two years, and one vehicle received 31 citations over two years," he said, citing the working group's analysis. The committee took no vote on policy changes and instead voted to hold the item for further staff and stakeholder work and a schedule that would aim for possible measures to be in place by December 1.
