Question raised over fitness-test bonus eligibility for assistant town clerk; town administrator to consult VLCT

Al Bilka raised a question during the administrative portion of the July 2 Selectboard meeting about eligibility for a fitness-test bonus described in the Personnel Policy dated July 1, 2024. Bilka said he had passed the required fitness test and sought the bonus provided for qualified employees.
Town Administrator Lissa Stark responded that, under the Policy, Bilka is not a town employee because he had not been hired by the Selectboard nor elected by the town; therefore, she said, he was not eligible under the policy as written. Bill Schwartz asked Stark to consult the Vermont League of Cities and Towns (VLCT) to clarify whether appointed or elected officers such as Bilka should be treated as employees for policy purposes. Scott Bushee spoke in support of Bilka during the discussion. The board took no immediate action to award a bonus and asked for follow-up guidance from VLCT.
