Winhall board authorizes revised Hunter Excavating contract for Stratton Access Road culverts

The Town of Winhall Select Board on July 10 authorized the Town Administrator to sign a revised contract with Hunter Excavating to carry out culvert work on the Stratton Access Road. Hunter Excavating had proposed a replacement cost of $643,500 covering Culverts #42, #43, #44, #45 and #46, and the board approved authorization unanimously after a motion by Vice‑Chair William Jalee Schwartz and a second from Julie Isaacs.
Hunter Excavating explained design changes in the revised proposal: an increase in Culvert #42 length from 200 feet to 280 feet and the addition of a 3‑foot bypass pipe at Culvert #43 while removing the full replacement of Culvert #43 from this contract. The company noted that Culverts #42 and #43 will require State and federal U.S. Army Corps of Engineers (USACE) permits and that the distinction between permanent and temporary impacts will affect permitting time. Town Administrator Lissa Stark was directed to receive the revised contract and sign when appropriate.
