Sumas council appoints David Daniels to vacant seat after second vote

The Sumas City Council appointed David Daniels to a previously vacant council seat following a second nomination and roll-call vote at its May 11 meeting.
Councilmember Josh Clawson nominated David Daniels and Councilmember Richard Postma seconded. City Attorney Jim Wright told the council that the executive-session discussion was limited by state law, citing RCW 42.30.110(1)(h), and that “appointing a council member required a majority vote of the council.” The first recorded vote produced two yes votes, one no and one abstention and did not carry; on a second motion the council voted 3–1 in favor and the appointment carried.
The appointment concluded under the meeting’s Old Business agenda item; council minutes record that Councilmembers Clawson, Daniels and Postma voted in favor while Councilmember Koehler voted against.
