Kendall County approved a $5,000 contribution on June 23 to help Visit Comfort Texas cover a $15,000 annual Placer.ai license that provides visitor-origin, movement, and park-usage analytics to support targeted tourism marketing and recovery after recent flood impacts.
Commissioner Carpenter framed the request as an immediate need to inform July events and upcoming seasonal marketing; chamber and business representatives described Placer.ai’s analytics as valuable for identifying ZIP codes, measuring event attendance, and informing targeted digital campaigns. Visit Comfort Texas representatives said the license would be set up for Kendall County areas outside incorporated Boerne limits so unincorporated communities and attractions (Sisterdale, Waring, Welfare) can be included.
General counsel and commissioners debated legal constraints because Visit Comfort Texas is a 501(c)(6). Counsel advised there are ways for the county to contract for economic-development services if the contract is structured correctly and reported that a negotiated contract should be returned to the court for approval. The motion approved $5,000 subject to a contract between the county and Visit Comfort Texas (3–2, Commissioners from precincts 2,3,4 in favor; Judge and one commissioner opposed). Purchasing will bring a proposed contract back to the court prior to payment.
