Floyd County Council unanimously adopts year-end transfer and appropriation ordinances

The Floyd County Council on Dec. 9 voted unanimously to adopt Ordinance 2025-24, covering transfers, and Ordinance 2025-25, authorizing additional appropriations for fiscal-year cleanup and department needs. Council President Danny Short presided over the session and the motions were carried with no dissent.
The ordinances clear numerous line-item transfers and appropriations submitted by county departments during the meeting, including authorization for the Auditor to make end-of-year transfers outside of category—with a transfer ordinance to be presented and approved at the January meeting. The Council also approved an itemized package of commissioner and departmental requests (as presented by CFO Stan Heil and Auditor Diana Topping) that adjusted insurance and medical-service line items, removed several requested professional/miscellaneous service appropriations, and moved funds among EDIT, capital projects, and grant accounts.
The action is procedural and intended to reconcile 2025 budgets before year end; the Council recorded line balances and account codes for transparency. The ordinances were moved by Matt Millies and seconded by Dale Bagshaw; the motions passed unanimously.
