Hornell IDA Describes West Street Housing Plan as County Prepares Infrastructure Grant Application

Mike Nesbitt (introduced by staff as from the Hornell IDA) described the site acquisition and development plan: "We acquired 7.5 acres on West Street in Hornell... We purchased the land. We cleared the land. We had to tear down a house... We're in the final stages of having the designs done." He told the legislature the IDA and developer expect to deliver 10 sellable houses and that infrastructure estimates are currently about $200,000–$250,000, noting last year's estimate for a larger project had been about $1.8 million before being scaled back.
Committee members discussed program rules and funding limits. County staff noted the state added a new component to the grant that allows non‑housing infrastructure projects to apply for up to $500,000 if eligible, but the Hornell proposal is directly housing‑related and therefore eligible for up to $1,000,000. The legislature agreed by consensus to let staff work with the Hornell IDA to prepare the application.
