County to work with Hornell IDA on $1 million infrastructure grant for West Street housing site

County staff briefed the committee on a state county infrastructure grant program that can provide up to $1 million to support infrastructure for housing development. Staff said the county may apply on behalf of an eligible local project and asked whether members were comfortable pursuing an application with the Hornell IDA for a West Street housing site.
Mike Nesbitt of the Hornell IDA described the site: the authority acquired about 7.5 acres on West Street, cleared land and removed structures, and is now working with a developer on 10 single-family homes (the project was downscaled from 20 homes last year). Nesbitt said the IDA has invested roughly $250,000 in land acquisition and site preparation and estimated infrastructure costs in the range of $200,000 to more, depending on final scope. He said basic utilities (power, gas, sewer) are at West Street and the primary infrastructure need is an access road and mainline relocations to serve the new lots.
"We bought the land. We cleared the land... The estimate the IDA has made to date is about 250,000," Mike Nesbitt said. Members asked about market risk and referenced a nearby project that shifted to rentals; Nesbitt said local demand for single-family housing remains strong. Staff asked for consensus to continue preparing an application with Hornell IDA; members agreed and staff will proceed to prepare the grant application on the county's behalf.
