Legislature approves routine resolutions, transfers and appointments; executive session addresses litigation
Summary
On Feb. 23 the Steuben County Legislature approved a series of routine resolutions (including transfers of capital project proceeds, opioid settlement allocations and a CNS Engineers contract), combined and approved appointments 13–24, and entered executive session on litigation and collective bargaining where a lawsuit resolution was approved.
The Steuben County Legislature approved multiple routine resolutions on Feb. 23 addressing tipping‑fee waivers, event recycle fees, capital‑project transfers, opioid‑settlement allocations and engineering and inspection contracts. Notable items included: closing the Smith Hill Bridge capital project and transferring proceeds to a future bridge project; authorizing transfers from various public‑works capital projects into bill prevention control projects; and directing unused 2025 opioid settlement funds toward Casa Trinity programs for 2026.
Resolutions 3 through 12 were presented by sponsors on the floor and carried by roll call. The clerk recorded roll‑call votes for each measure; where noted, individual members abstained or recorded a “no” vote, but the measures carried. The legislature combined appointments (Resolutions 13–24), waived the readings and approved them by acclamation with a single abstention noted where a legislator had membership on an appointed board. Later in the meeting, the body moved into executive session for two matters (litigation and collective bargaining); while in executive session the legislature considered and approved a resolution related to litigation. No open‑session votes were recorded to rescind contracts with outside agencies during this meeting.
The clerk also read a public notice of a Community Development Block Grant public hearing for the county’s well and septic replacement program in the amount of $198,000; no public comments were offered during that hearing and the clerk closed the hearing.
