Board hears about new AOT mandates and Local Services Plan work for 2026

Lynn Gramley briefed the board on the Local Services Plan (LSP) work for 2026 and recent State changes affecting assisted outpatient services.
Gramley said there are new Assisted Outpatient Treatment (AOT) mandates coming with State funding that require a full‑time AOT worker and that enhanced violation agreements (EVA) — described in the meeting as pre‑AOT court‑mandated treatment plans — are now expected. She said SCCS and staff are focusing on grants and organizational changes to meet these mandates and the department is reorganizing SPOA toward models like ICM/SCM that staff believe are more useful to families.
Board members were asked to flag community needs for the LSP and to consider grant opportunities and open application processes (including RFPs) to allocate opioid funds to special projects or novel interventions. The board took no formal vote.
