Board commits $4.25M to 90 Virginian Lane, approves $5M SPET condo commitment and rejects Nelson Drive rights-of-first-rental

In a lengthy afternoon workshop, county staff presented candidate uses of employee housing SPET funds for the 90 Virginian Lane project and related opportunities. Jodie Pond, Commissioners Administrator, described a request for $4.05 million in county SPET funding in exchange for six rights-of-first-rental at Nelson Drive and outlined condo pre-purchase and workforce rental options. After debate and a withdrawn motion to split $10 million with the Town, the board took a motion to commit $4.25 million toward the $10 million committed to the 90 Virginian Lane project; the motion carried 4–1 with Commissioner Luther Propst recorded opposed.
The board also approved a separate motion to "express our intention to commit $5 million in Teton County’s employee housing SPET funds towards the purchase of condo units" with specified bedroom-mix guarantees; that motion passed unanimously. A later motion to commit $4,050,000 for six rights-of-first-rental at the Jackson Hole Community Housing Trust Nelson Drive project failed 0–5, and a subsequent reconsideration also failed 0–5.
