Commissioners award juvenile mental-health diversion contract to Pecan Valley, budgeted at $50,000

Parker County Commissioner’s Court voted to award a juvenile probation mental-health diversion contract (RFPPC-25-39) to Pecan Valley Centers and ratified the award. The court hearing on Oct. 20, 2025 followed staff recommendations and a presentation about program scope and budgeting.

A juvenile probation staff member said two proposals were received — from Pecan Valley Centers and Shiloh Health — and that the juvenile probation director recommended Pecan Valley as “the most qualified and compliant proposal.” The presenter told the court the service bundle includes skills training, psychiatric assessments, medication management and cognitive behavioral therapy, and that the county budgeted $50,000 this fiscal year to cover the contract after a prior grant was not renewed. “It’s $2,000 per kid. So, we budgeted to serve 25,” the staff member said.

Commissioner Holt moved to approve the procurement and ratify the award; the motion was seconded and the court recorded the ayes and passed the motion. The transcript records the court’s approval but does not include a full roll-call tally in the record.

The services are intended to divert youth who need mental-health treatment from deeper involvement in the juvenile-justice system. Staff said the position and services were previously funded by a multi-year grant that the county did not renew; the cost is now included in the juvenile services budget that has been approved.

Next steps: county staff will proceed with contracting and implementation consistent with the approved budget. No additional conditions or amendments to the award were recorded in the meeting minutes.
