Committee members asked whether the new topographic requirement must be completed before land clearing or if existing projects would be grandfathered. The staff presenter answered that the requirement would apply to any permit pulled after the council's adoption date and projects with permits already issued prior to adoption would not be subject to it. "Anything that's any permit that's pulled after the council adoption date will will require this. Anything prior to that will not require this," the presenter said.
The presenter added the topographic study would be included on the building-permit checklist and would not be a separate permit; he said the goal is to prevent runoff from new projects from backing up into neighbors' yards and to ensure contractors set their finished grades so water flows to streets and existing drainage systems.
