Planning commission recommends county approval for Savage Infrastructure transfer permit with conditions

The Elko County Planning Commission voted to recommend approval of a conditional-use permit for Savage Infrastructure LLC, forwarding CUP25-007 to the Elko County Board of Commissioners with staff-recommended findings, conditions and an added addendum.

At the public hearing, Chair (S1) clarified the scope: “So this is for transfer, not storage.” Staff told the commission the planned materials include pentane, propane and isopentane and that operations will carry reporting requirements. A commissioner moved “that we make a recommendation to the county commissioners for approval for item number CUP25-seven, with staff's recommendations, findings, and conditions, along with the added addendum, numbers 4 through 8.” Naomi (S3) seconded the motion and the commission approved it by voice vote.

Residents raised safety and quality-of-life concerns during the hearing. Bernard Cornejo, a nearby resident, said the industrial operations have created “noise and the lighting pollution ... it's 24 7,” and urged mitigation such as a privacy wall. Commissioners asked staff whether reporting conditions require advance notice to emergency services and how unscheduled deliveries would be handled; staff advised the reporting framework would be part of the permit conditions and that follow-up clarification of the wording may be needed.
