Floyd County Council approves first reading of up to $4.5 million GO bond, 5-2

The Floyd County Council on Oct. 14 approved first reading of Ordinance 2025-19, authorizing the issuance of general obligation bonds not to exceed $4.5 million to fund county capital projects and equipment.
During the public hearing, Council member Denise Konkle questioned the need for a bond while the county holds cash in the Public Safety LIT; she said the fund would still have "about $6.1 million" on hand as reported in the meeting record and urged the council to consider reducing reliance on the LIT to lessen the burden on taxpayers. Jim Freiberger told the council he would not support the bond, arguing the measure effectively reduces the tax relief residents might otherwise receive. The ordinance passed first reading 5-2; Danny Short, Matt Millies, Sam Sarkisian, Dale Bagshaw and Tony Toran voted to approve, and Denise Konkle and Jim Freiberger voted against it. A second reading is scheduled for Oct. 28 at the joint meeting.
