BZA approves tourist home at 6491 Beech Tree Road with guest limit and local-manager requirement

The Brown County Board of Zoning Appeals on April 29 approved docket 26-SE-06, granting a special exception to allow a tourist home at 6491 Beech Tree Road in Nineveh (Hamblen Township) with seven conditions designed to address safety, management and compliance concerns.

Planning Director Kayla Robertson read the staff report. Board member Michael Harrison questioned the accuracy of the property lines shown on the drawing and asked how the petitioner planned to map boundaries for guests. Petitioner Steven Pavelish of Suburban Properties of Ohio said the surveyor had "placed red ribbons in front of the property but nowhere else." President John Dillberger recommended physically marking all property boundaries and providing a map to guests. The board also discussed the availability and residency of the proposed local manager (Cole Chudy), with Pavelish saying Coleman and his brother were establishing themselves as full‑time property managers and that Chudy lived "within an hour" of the property.

The board approved the petition with these conditions: (1) all Tourist Home conditions and guidelines be met; (2) the number of guests limited to 2; (3) a local manager must be utilized; (4) septic system contract and permitting must comply with the Brown County Health Department; (5) recommended plant and tree removal by the Hamblen Township Volunteer Fire Department be completed prior to renting; (6) all property boundaries be physically marked and a map made available to guests inside the home; and (7) a notice posted that the discharge of firearms is prohibited. The motion to approve carried 4–0.
