Blackford County Council elects 2025 leaders, confirms several appointments

The Blackford County Council on Jan. 8 elected Jack Beckley as president and Ryan Goodspeed as vice president for 2025. The minutes record Ryan Goodspeed’s motion to nominate Jack Beckley for president, seconded by Casey Dick; that motion passed 6–0. Jim Weiseman moved to nominate Ryan Goodspeed as vice president, seconded by Patrick Cale; that motion is recorded as passing 5–0.
The council approved a set of annual appointments. On a motion by Kyle Lechien, seconded by Fred Tobey, Aaron Henderson was retained as county attorney (vote 6–0). The council appointed Casey Dick to the Solid Waste position on a motion by Ryan Goodspeed, seconded by Kyle Lechien; the minutes record that vote as 5–1. Patrick Cale moved to keep Gary Glancy on the ABC board and Judy Affolder on the PTBOA board; that motion, seconded by Fred Tobey, passed 6–0. Patrick Cale’s nomination of Kyle Lechien to the Community Corrections committee (seconded by Fred Tobey) is recorded as 5–1. Connie Bales was appointed to the Harrison–Montpelier board on a motion by Jim Weiseman, seconded by Patrick Cale, and approved 6–0.
The council also authorized Vice President Goodspeed to sign a new version of SB‑1 related to a Lake Trout item after a motion from Patrick Cale and a second from Fred Tobey; that motion passed 6–0. The meeting record shows these procedural votes were recorded on the Jan. 8 minutes and will stand unless rescinded at a later meeting.
