The clerk-treasurer told the committee she is preparing for the city's transition to second-class status by documenting internal controls (more than 100 pages) and by planning a phased transfer of duties to Kelly, who would move into the clerk-treasurer office for hands-on training. "My internal controls manual needs to probably, like, become the city's," she said, and asked the committee's support for reviewing that documentation.
She also described a modest capital request to create workspace, saying she hoped the cost would be less than $40,000 to build partitions and doors to create room for payroll and records staff. Committee members asked the mayor be consulted on any office moves and emphasized the need to avoid wasteful spending if offices are likely to be reconfigured again in 2028.
