County names BH/DS subgrantee for $43,376 PHARE transitional housing grant and approves HMIS MOU

On motion of Commissioner Joshua G. Parsons, seconded by Commissioner Ray D’Agostino, the board approved a grant agreement and a memorandum of understanding to make Behavioral Health and Developmental Services (BH/DS) the subgrantee for a transitional housing grant. The grant total is $43,376 for the period April 6, 2026, through April 5, 2027, and funding is provided by the PA Housing Affordability & Rehabilitation Enhancement Fund (PHARE) via the Lancaster County Housing & Redevelopment Authority.
The board also approved an MOU with the Lancaster County Homelessness Coalition to utilize Empower Lancaster, an Internet-based Homeless Management Information System, for client tracking and case management across the Lancaster County Continuum of Care; the Homelessness Coalition will cover the HMIS system cost under the MOU. The motion passed with Commissioners D’Agostino and Parsons voting yes and Commissioner Yoder absent.
